Awareness camp for farmers

ITANAGR, Sept 21: An awareness camp on Agronomy and Veterinary Science was conducted yesterday at Bene village, in West Siang district by Self Employment Promotion Society (SEPS).

The camp was aimed at educating farmers about the scientific/modern cultivation of rice and poultry and piggery farming.

Scientist, Veterinary extension, Indian Council of Agricultural Research (ICAR), Basar Dr Doni Jini and i/c programme coordinator, KVK, West Siang district, A Kiran Kr Singh were the resource persons on the camp.

 

Ex-MLA seeks relief for Tornado victims

ITANAGAR, Sept 21: Reiterating the damage caused by a tornado like situation in Ziro Valley on September 15 last, Ex- MLA, Ziro Hapoli, Nani Ribia has requested for immediate relief to the affected families.

In a letter submitted to the chief minister asking him to direct Lower Subansiri district administration to assess in detail the damage caused also asked for providing relief to the victims. As many as 77 residential houses and 7 granaries of the 3 villages were reported to be damaged – some of which were damaged severely while others were roofed off.

“These kind of natural calamity is exceptional, therefore, kindly sanction minimum of Rs. 5 lacs for each family so that all their damages are covered up,” he stated in the letter.

 

SSA SPD visits schools in Lower Subansiri

ITANAGAR, Sep 21: The State Project Director (SSA) -cum- Secretary Science & Technology, R K Misra, in his Maiden official tour to the districts visited Lower Subansiri District today. The tour was undertaken in order to see the ground realities under which the Department of Education is functioning actually.

He visited Govt. Sec. School, Pitapool & Govt. Hr. Sec. School, Yazali and interacted with the teaching staffs. He made certain observations regarding unhygienic condition of the toilets of the schools and advised the Principals to conduct Social Service to maintain cleanliness in the school.

He advised the principal of Govt. Hr. Sec. School, Yazali and Headmaster of Govt. Sec. School, Pitapool to ensure that the science laboratories are well equipped and properly maintained.

Further, he directed the DDSE, Ziro to develop Govt. Sec. School, Pitapool as a Model School equipped with rain water harvesting technology, solar energy and internet connection with a view to make the school self sufficient in every aspect. He suggested the DDSE to adjust fund from different heads and ensured it is done in one month time.  

 

NHPC GM abducted

Guwahati, Sept 21: Anil Kumar Agarwal, the general manager of National Hydro Power Corporation was abducted today by armed gunmen in Bhalukpong on Assam-Arunachal Pradesh border, police said.

The armed man stopped his car and abducted him, sources said.

Agarwal was travelling from Tawang in Arunachal Pradesh to Guwahati by road when he was abducted.

Police suspect the hand of NDFB militants behind this abduction.

Eye camp by DBCS

ITANAGAR, Sept 21: West Kameng District Blindness Control Society (DBCS) in collaboration with Central Mobile Eye Unit, NCPB conducted four days eye camp at Community Health Centre, Bomdila from September 15 where the team of specialist doctors performed cataract surgery on 31 patients and intra ocular lens implanted.

In addition, three patients were operated for pterygium and correction of refractive error on 95 patients were done out of the 332 registered during the camp. Dr. Taba Khanna, state programme officer cum surgeon headed the six-member teams from the Director of Health Services during the camp.

Earlier, attending the inaugural programme, West Kameng DMO cum member secretary, DBCS Dr. TC Khrimey highlighted the purpose of the eye camp.

Deputy Commissioner cum Chairman, DBCS AK Singh spoke in length about the importance of eye donation.

Dr. Khanna explained about various causes of blindness and risk of cataract one of the main causes of blindness.

Medical Superintendent of District Hospital, Bomdila Dr. Gom Lamu also attended the inaugural programme.

 

Out Reach Health Camp At Katang

ITANAGAR, Sept 21: The District Health Society, Tirap organized a health camp at Katang, a remote village bordering Changlang district today.

The camp was conducted in order to minimize the maternal as well as infant mortality rate by delivering quality health care services to the unreached areas, informed Dr. K Perme, DMO Khonsa. Antinatal care (ANC) to pregnant mothers, immunization, eye screening, malarial detection tests, leprosy, TB and routine medical checkups were carried out during the day-long camp by a team of doctors, who included Dr.NBorang, DRCHO, Dr.K Socia, MS District Hospital Khonsa, Dr.T Matey, DBVDCO, Dr.MT Lazi, MO(H), Dr, KKanglom, DS and paramedical staff of various vertical programme.

A similar health camp was also organized at Longgo village on September 19, according to an official release by the DMO.

 

Final match deferred by a day to Sept 23

ITANAGAR, Sept 21: The final match of the 19th Vishwakarma Football Running Trophy 2013 tournament scheduled on September 22 has been deferred by a day to September 23 due to some unavoidable problems, informed the organizing committee.

 

AGSU foundation day

ITANAGAR, Sept 21: The first foundation day of All Galo Students’ Union (AGSU) was celebrated at Aalo, West Siang today.

Addressing the gathering on the occasion, AGSU Jorik Bagra advised the students to devote their time and energy in academic activities rather than wasting it in marry makings.

He appealed to the students to refrain from using any kind of drugs which can ruin their lives. He requested both the West Siang Deputy Commissioner and DDSE to restrict use of cell phones within the school campus by students and ban tobacco and smoking in schools by implementing the relevant Act.

The gatherings also expressed shock over death of Dupe Bagra, a BA first year student of DPGC, Kamki yesterday and prayed for eternal peace of the departed soul.

AGSU prayed to almighty Donyi Polo to give strength to the bereaved family to bear the irreparable loss.

 

Tali youths construct porter track and log bridge

ITANAGAR, Sept 21: The Assembly Constituency Youth and Booth Level Youth of 20-Tali (ST) Assembly Constituency during a 10-day mass social service constructed porter track and a log bridge between Gochik and Gimba village under Tali circle of Kurung Kumey district. The 10-day social service concluded today.

While saying that the ongoing road projects in the area --Yangte to Talu, Chetam to Pip-Sorang and Tamin to Tali are progressing slow due to lack of fund, it urged the chief minister to grant fund for immediate construction of the road to connect Tali and Pip-Sorang circles at the earliest.

 

Another social service at JNC

ITANAGAR, Sept 21: A social service was conducted by the student and staff of the JN College, Pasighat under the guidance of Principal T Talom to preserve and maintain the various plant species with medicinal values and properties in the Botanical Garden yesterday.

The Principal of the college motivated the students by actively participating in the social service and explained about the plant that is locally known as “tabi” in Adi.

T Payum, Assistant Professor in Botany sensitized the students about the importance of botanical garden and of the need to conserve local tree species, including medicinal and rare and endangered plants species. He also educated the students about the identifying characters and uses of some medicinal plants species in the botanical garden of the college.

 

RGGV fresher’s meet held

ITANAGAR, Sept 21: Fresher’s Meet of Rajiv Gandhi Govt Polytechnic (RGGV) was organized by the Students' Union of the institute here yesterday.

Addressing the students on the occasion, S Suresh, Principal in- charge of the Polytechnic said that freshers’ meet provides an opportunity to the new students to introduce themselves with each other. On this day, the new students get the opportunity to express their feelings to their seniors and, the seniors, on the other hand, break all the barriers and make their juniors feel comfortable, he said.

It may also be called as orientation programme for the new comers, because they are taught about the discipline, mannerism, sincerity, the dos and don'ts during their stay three years in the institute, the Principal in-charge added.

Attending the function AAPSU general secretary Biru Nasi and All Papum Pare District Students; Union President Teli Duli advised the students to respect their seniors, lecturers and faculty members and devote their time and energy in study to achieve the desired goal in life.

Earlier, highlighting the aim and objective of organizing the meet, Students Union (SURGGP) General Secretary Nabam Issac Rickam said that it foster unity and oneness among the students.

Kangu Yomcha and Damjum Jeram both first year student of Civil Engineering, were adjudged Mr. Fresher and Miss Fresher respectively.

All the students, faculties and other staff of the polytechnic attended the programme.

 

VKAJ conducts workshop

ITANAGAR, Sept 21: Vivekananda Kendra Arun Jyoti organized “TEJAS”, a personality development workshop for the students of class VIII to X of VCS, Itanagar today. The programme started with humming of patriotic song by Yayir Rai, VKAJ Karyakarta. Kalyan Dutta, Nagar Pramukh, VKAJ, Itanagar highlighted the importance of the workshop.

He briefed the students about activities of the day consisting of lecture sessions on various important topics of “The true passion of life, values of life, Teamwork, Patriotism and Self Responsibility”. Sessions were taken by Sreekanth Menon, Dakme Taring, Dilip Gupta & Duyu Tailyang respectively. Yoga and games for stress management, body fitness and mental alertness and more activities relating to all-round development of the personality were the main highlights of the day.

The sole objectives of the workshop were to guide and motivate youngsters towards right path and to show them their responsibilities towards the society. 91 students and teachers were present in the said workshop. The Programme was conducted on the eve of yearlong celebration of 150th Birth Anniversary of Swami Vivekananda, the great patriot saint of India. Suresh Babu, Chairman of VCS, also encouraged the students to participate in such programmer. Students benefitted from Yoga & Games taken by Divya Chutiya, Tako Takum respectively.

Assembly approves resolution, seeks constitutional

protection on tribal rights

ITANAGAR, Sept 21: Arunachal Pradesh was granted statehood on February 20, 1987. But some lacunae in the Statehood Act 1986 still exasperate the Indigenous people of the state. While Articles 371A and 371G of the Constitution protect other North Eastern states - Nagaland and Mizoram, Arunachal Pradesh has been deprived of its genuine rights. Instead of according especial constitutional provision like that of Mizoram and Nagaland, incongruously, Arunachal was placed under the Article 371 (H) giving special power to Governor.

Expressing concern over the dispossession on the part of central Govt in statehood Act,  the Arunachal Pradesh Assembly on the second day of the Legislative session today unanimously passed an amended resolution for constitutional amendment to accord special provision for the state of Arunachal Pradesh like that of Nagaland and Mizoram.

The resolution which was passed after amendment read: “The house unanimously resolves to urge the Union government to expeditiously amend Article 371H of the Constitution of India to bring it at par with the provision of Article 371A (1) (a) with a view to provide special constitutional protection to the people of Arunachal Pradesh in respect of religious and social practices, customary laws and rights of ownership and transfer of land and its resources.”

Earlier moving the private member resolution  urging the State Govt to move Centre for amending the Constitution of India in order to provide especial provision like that of Nagaland and Mizoram,  Takar Marde said Arunachal Pradesh has been deprived of ownership  and Transfer of Land due to lack of constitutional wisdom.

Marde said after Arunachal became a full-fledged state in February 20, 1987, no constitutional safeguard or special protection in respect of religious and social practises, customary laws and right to ownership and transfer of land was provided to tribal of the state by inserting specific provisions in the Constitution as in the case of Nagaland and Mizoram.

Marde said that since 1996, the state incurred loss of revenue of Rs 59,000 crore from forest resources after the Supreme Court banned timber operations in Arunachal Pradesh in 1995. The state also incurred loss of revenue of Rs 50 crore on mining since 2005 after the Centre's ban on it at Kharsang in Changlang district.  Taking part in the discussion, Chief Minister Nabam Tuki  informed the house that the State Govt had already approached the Centre through resolution, memorandum and also raised the issue in various platforms for constitutional amendment to safeguard the interest of tribal people of the state.

However,  while supporting the resolution the Chief Minister appealed the Members of Parliament of Arunachal Pradesh to impress upon the  MPs of other North East  states to  raise this issue in Parliament for constitutional amendment.

The members of the house including Nabam Rebia, C T Mein, Laeta Umbrey, Phosum Khimhun, J K Panggeng, Tangor Tapak, Bamang Felix and Tako Dabii also took part in the discussion and  extended their support to the resolution.

 

 

Tuki admits rampant encroachment of Govt  land

ITANAGAR, Sept 21:  Chief Minister Nabam Tuki today admitted rampant encroachment of government land throughout the state by people including government officials and politicians and said that the state government was initiating appropriate measures to check the menace.

Responding to a zero hour motion raised in the assembly today by Congress member Takar Marde, Tuki admitted that encroachment appeared as serious threat like cancer disease which hamper the development process.  Stating that  encroachment  is not a recent phenomenon, the chief minister  revealed that the bureaucrats, technocrats, politicians and  public leaders are also involved in encroachment. The Chief Minister, however, ensured the  house to bring amendments to land related Act  to  check and prevent rampant encroachment.

"The cabinet recently took a decision and accordingly the state government has directed the concerned department to prepare a report on the status of government land and official quarters allotted to different individuals and to submit its report within two months," Tuki disclosed adding, the government was seriously taking the issue and trying its best to control it.

He said, under the Public Premises Act, the government has already initiated measures to clear all highways, roads, approach roads and sector roads in the state capital which were narrowed down by unauthorized encroachment.

Stating that the state capital was constructed in a haphazard manner earlier with little provisions for expansion, the chief minister said that plans were on anvil to systematically design the state capital.

Informing that 40 per cent of  Govt staff  are  deprived of Govt quarter, the chief minister said "We are planning to construct multi-storeyed buildings for providing accommodation to the government employees who are staying on rented buildings for want of official quarters."

The Chief Minister  further said that the state Govt had already took a decision to  build  cement concrete road in  state Capital Capital.

Earlier  raising the motion, Marde said “we  can not simply blame innocent common  people migrated from districts for  Govt land encroachment as the  business and politicians  in Capital Complex are also involved in encroachment.

Pointing out the  loopholes in  land related acts, Marde urged the  Govt to seriously think  and find out a  amicable solution to encroachment issue.  (With inputs from PTI)

 

 

Minority scheme would not encourage conversion’

NAHARLAGUN, Sept 21: The Multi Sectoral Development Programme (MsDP) under the Union Ministry of Minority Affairs would no way encourage conversion in Arunachal Pradesh, said Chief Minister Nabam Tuki while responding to a supplementary question raised by Laetra Umbrey during question hours in the Assembly today.

The MsDP is a centrally sponsored scheme and the Central Govt had identified 26 blocks as minority concentrated blocks in 12 districts on the basis of 2001 census. The identification of these blocks are based on deficiency in the socio-economic and basic amenities parameters, the chief minister informed.

Pointing out that the minority scheme in Arunachal Pradesh may encourage conversion, Umbrey said “it does not necessarily mean that we enjoy both the facilities...” He further said it may create confusion as the population of identified blocks consists of minorities and the people who avail benefit as STs.

Clarifying that no outsider but only the local people of identified blocks are entitled to avail the schemes and it would not encourage conversion to any religous minority,  Tuki said the scheme will help bring in development at block levels. He further said MsDP is meant for common development like roads, bridges and hospitals which will be beneficial for entire population of a particular area.

Tapen Siga wanted to know why the most backward district Upper Subansiri is not included in the MsDP. Claiming that 25 per cent of total population of Upper Subansiri are minority, he wonders is Tawang district most backward than Upper Subansiri.

Informing that the blocks under MsDP are identified as per 2001 by Central Govt, Chief Minister assured Siga to consider the proposal if necessary. However, the CM disclosed that Upper Subansiri district comes under backward region grant scheme.

The blocks identified for MsDP are Lumla, Tawang, Mukto, Nafra Buragaon, Dirang, Kalaktang, Seppa, Pakke Kessang, Doimukh-Kimin, Sagalee, Yachuli, Chambang, Palin, Mechuka, Kaying-Payum, Basar, Gensi, Tuting, Namsai, Nampong-Manmao, Khagam-Miao, Bordumsa-Diyun, Namsang, Niausa, Pangcho-Wakka and Ramle-Banggo.

 

 

NEBR magazine spreads tentacles in Arunachal

ITANAGAR, Sept 21: The North East Business Reporter (NEBR) - the news magazine on business and economy of the region launched its Arunachal Pradesh Bureau here at Arunachal Press Club (APC) near IG Park today.

While unveiling the magazine, Arunachal Chamber of Commerce and Industries (ACC&I) president Techi Lala exhorted the media persons to play proactive role in disseminating information for the society and give message to the people for its development.

While denouncing the repeated attack on press persons in the state, Lala asked them not to demoralize and work hard continue without any fear and hesitation.

“Many times the liberty of the fourth pillar of the society has been curtailed because of less education and literacy in the state. You should not demoralize and succumb to such attack while working without any fear and hesitations as you are the messenger of the society”, he advised.

The ACC&I president further asked the editor of the business magazine to add more stories and advertisements relating to the state so that the people can get benefits through this venture.

“Arunachal Pradesh is one of the richest states of the region in terms of economic prospect. Sectors like tourism, horticulture, rich orchid, hydropower, minerals etc have huge potential and scope here. People from other states of NE region are very much enthusiastic to know more and more about Arunachal Pradesh, so this is the reason an urgent need to set up a bureau office of NEBR in Itanagar realized”, said NEBR editor Anuj Kumar Singha.

The NEBR is the pioneer business news magazine published from Guwahati. With extensive coverage of news and events of the entire region, the magazine in a short span of time has achieved readership of one lakh plus, Singha informed.

The magazine is widely accepted by all segments of readers that comprises of corporate houses, business establishments, banking and financial institutions, manufacturing units, hospitality sector, health care centers, educational institutions, NGOs etc., the editor added.

APC president Chopa Cheda, who is also in-charge of the bureau expressed that the business magazine (NEBR) won’t be a Assam centric media like that of other media and its activities would reach every state of the region.

 

 

Inter-state Youth Exchange programme gets underway at DBYC

ITANAGAR, Sept 21: Inter-state youth exchange and home stay programme organized by National Service Scheme (NSS), Ministry of Youth Affairs and Sports, Govt of India was inaugurated by Director of higher and technical education Dr. Joram Begi at Don Bosco Youth Centre, Vivek Vihar here today.

Speaking on the occasion, Dr. Begi gave the 100 strong participants a glimpse of North East India and its cultural diversity.  He encouraged the participants to come to know North East and its people.  

Ram Krishan, Commandant, CRPF 138 Bn, exhorted the gathering to learn as much as possible about NE and its people out of the programme.   

Fr. Cyriac, Director, DBYC, Itanagar, called upon the participants to enjoy the uniqueness of North East and to learn about the land and its people who are unique in many ways.  He also thanked CRPF 138 Bn for engaging themselves with all youth development activities of DBYC.

Sunil Basumathary and Deepak Sharma, Youth Officers from NSS Regional Centre Guwahati and Dr. VN Sharma, State Laison Officer for NSS spoke on the occasion about the uniqueness of the programme and the benefits of the same.  

The programme is being attended by 100 youth from Andhra Pradesh, Karnataka, Tamil Nadu, Puducherry, Kerala and Lakshwadeep.  

The participants will have technical sessions, field visits and home stay programme, all intended to enable them to know and love people and culture not known to them thus widen the mindset, informed the State Laision Officer for NSS  in a release.

 

 

Training for BLOs And DOS conducted

ROING, Sept 21: A one-day district level training for booth level officers and designated officers was conducted by the District Election Office at VKV auditorium here yesterday.

Rakesh Tacho, CO (Election) informed that the Election Commission of India had declared 2013 as the “Year of Electoral Roll” and all the efforts are being done to develop an error free electoral roll for the district. He thanked the BLOs for the task undertaken in the month of June and July 2013 for the de-duplication and error identification task.

He also informed that the Special Summary Revision Programme would begin by October next and exhorted them to gear themselves up for the programme.

He emphasized on correct and proper filling up of forms since incorrect entries would double their works.

He also highlighted the adoption of ERMS by the ECI which would start online registration and issue of EPIC whereby incomplete forms would be rejected.

Explaining about the SVEEP – II Programme, BLOs were asked to visit schools and institutions to exhort students and people to enroll in the electoral roll.

It was also informed that another training session at assembly level for BLOs in 42nd Dambuk and 43rd Roing Assembly Constituency would be held from September 23 onwards.  BLOs for Dambuk and Paglam Circle were asked to attend training at Dambuk ERO’s Office. DIPRO

 

 

KVK awareness cum training prog

ITANAGAR, Sept 21: An awareness camp and training programme on agronomy and animal science was conducted by Krishi Vigyan Kendra (KVK), Basar under the sponsorship of Self Employment Promotion Society at Bene village in West Siang district yesterday.

Inaugurating the programme, ADC Moki Loyi emphasized of the need to conduct such programme to create awareness among the farmers to actively involve in agricultural and allied activities and adopt latest technologies to increase the production and productivity of crops and livestock.

A. Kirankumar Singh, Programme Coordinator (i/c) of the KVK highlighted the importance of the System of Rice Intensification (SRI) for increasing the production of rice by adopting new technologies in the technical session.

Dr. Doni Jini highlighted about pig and poultry farming in which the participants interacted actively took part and got their doubts clarified.

Later, the participants along with the resource persons visited different farmers’ fields and farms to observe the farm activities.

The panchayat leaders, HGB of Bene village were present in the programme.

 

 

Hindi Diwas celebrated at Roing

ROING, Sept 21: To commemorate the adoption of Hindi as official language of the country in 1949, Hindi Diwas was celebrated at Govt Higher Secondary School, Roing.

The day celebration began with prabhat pherry by the teachers and students of various schools in and around the Roing township.

Various literary activities like drawing, painting, essay writing, debate, extempore speech competitions and dance programme were conducted to mark the occasion.

Attending function, Roing ADC W Tikhak urged the students to learn Hindi language sincerely which serves as the major language of communication for entire people of the country.

In the Rashtra Bhasa Somaroh, BR Das, senior lecturer of DIET, Roing and Programme Coordinator Rashtra Bhasa Hindi Committee highlighted the aims and objectives of the celebration of Hindi Diwas. He informed that Hindi is also being taught as second language in 35 foreign countries and 169 foreign universities.

Urmila Chobey, Principal JNV Roing explained the significance of the day.

Former Zilla Chairperson Chiliko Meto also attended the function.

SK Sahi, Senior Teacher, Govt Hr Sec. School Bolung who was the pioneer of Hindi Diwas Celebration at Roing was felicitated on the occasion,.

Giogi Taya Memorial Football Tournament 2013

Pungrung Laying FC and Doimukh FC reach quarters

ITANAGAR, Sept 21: Pungrung Laying FC and Doimukh FC won their respective matches to enter the quarterfinal in the 2nd State Level Giogi Taya Memorial Football Tournament, 2013 at Rajiv Gandhi Stadium, Naharlagun today.

Pungrung Laying FC beat Lungkung Ragia FC 3-1 while Doimukh FC defeated Tatung FC 2-1 in the first and second match of the day respectively.

Risso Maya (9 min), Byabang Joseph (30 min) and Likha Sangam (34 min) scored a goal each for Pungrung Laying FC. The lone goal for Lungkung Ragia FC was scored by Biri Taro in 75th minute.

For Doimukh FC (DFC), Tai Bharat scored both the goals in 62nd and 78th minutes to book the team’s place in the quarterfinal.

Although Tatung FC took 1-0 lead in the first half through goal from Tagio Raja, it could not capitalize the early lead and finally went down 1-2 to DFC.

The quarterfinal matches will be started from September 23. Gora Makik SC will take on Todo FC in the first quarterfinal and Triumph FC will meet Papa 11 in the second quarterfinal.
