Awareness camp for farmers
ITANAGR, Sept 21: An awareness camp on Agronomy and Veterinary Science was conducted yesterday at Bene village, in West Siang district by Self Employment Promotion Society (SEPS).
The camp was aimed at educating farmers about the scientific/modern cultivation of rice and poultry and piggery farming.

Further, he directed the DDSE, Ziro to develop Govt. Sec. School, Pitapool as a Model School equipped with rain water harvesting technology, solar energy and internet connection with a view to make the school self sufficient in every aspect. He suggested the DDSE to adjust fund from different heads and ensured it is done in one month time.

ITANAGAR, Sept 21: A social service was conducted by the student and staff of the JN College, Pasighat under the guidance of Principal T Talom to preserve and maintain the various plant species with medicinal values and properties in the Botanical Garden yesterday.
The Principal of the college motivated the students by actively participating in the social service and explained about the plant that is locally known as “tabi” in Adi.

Assembly approves resolution, seeks constitutional
protection on tribal rights

ITANAGAR, Sept 21: Arunachal Pradesh was granted statehood on February 20, 1987.
But some lacunae in the Statehood Act 1986 still exasperate the Indigenous people
of the state. While Articles 371A and 371G of the Constitution protect other North
Eastern states -
Expressing concern over the dispossession on the part of central Govt in statehood Act, the Arunachal Pradesh Assembly on the second day of the Legislative session today unanimously passed an amended resolution for constitutional amendment to accord special provision for the state of Arunachal Pradesh like that of Nagaland and Mizoram.
The resolution which was passed after amendment read: “The house unanimously resolves to urge the Union government to expeditiously amend Article 371H of the Constitution of India to bring it at par with the provision of Article 371A (1) (a) with a view to provide special constitutional protection to the people of Arunachal Pradesh in respect of religious and social practices, customary laws and rights of ownership and transfer of land and its resources.”

Marde said that since 1996, the state incurred loss of revenue of Rs 59,000 crore from forest resources after the Supreme Court banned timber operations in Arunachal Pradesh in 1995. The state also incurred loss of revenue of Rs 50 crore on mining since 2005 after the Centre's ban on it at Kharsang in Changlang district. Taking part in the discussion, Chief Minister Nabam Tuki informed the house that the State Govt had already approached the Centre through resolution, memorandum and also raised the issue in various platforms for constitutional amendment to safeguard the interest of tribal people of the state.
However, while supporting the resolution the Chief Minister appealed the Members of Parliament of Arunachal Pradesh to impress upon the MPs of other North East states to raise this issue in Parliament for constitutional amendment.

Tuki admits rampant encroachment of Govt land

ITANAGAR, Sept 21: Chief Minister Nabam Tuki today admitted rampant encroachment of government land throughout the state by people including government officials and politicians and said that the state government was initiating appropriate measures to check the menace.
Responding to a zero hour motion raised in the assembly today by Congress member Takar Marde, Tuki admitted that encroachment appeared as serious threat like cancer disease which hamper the development process. Stating that encroachment is not a recent phenomenon, the chief minister revealed that the bureaucrats, technocrats, politicians and public leaders are also involved in encroachment. The Chief Minister, however, ensured the house to bring amendments to land related Act to check and prevent rampant encroachment.
"The cabinet recently took a decision and accordingly the state government has directed the concerned department to prepare a report on the status of government land and official quarters allotted to different individuals and to submit its report within two months," Tuki disclosed adding, the government was seriously taking the issue and trying its best to control it.
He said, under the Public Premises Act, the government has already initiated measures to clear all highways, roads, approach roads and sector roads in the state capital which were narrowed down by unauthorized encroachment.
Stating that the state capital was constructed in a haphazard manner earlier with little provisions for expansion, the chief minister said that plans were on anvil to systematically design the state capital.

‘Minority scheme would not encourage conversion’

NAHARLAGUN, Sept 21: The Multi Sectoral Development Programme (MsDP) under the Union Ministry of Minority Affairs would no way encourage conversion in Arunachal Pradesh, said Chief Minister Nabam Tuki while responding to a supplementary question raised by Laetra Umbrey during question hours in the Assembly today.

Pointing out that the minority scheme in Arunachal Pradesh may encourage conversion, Umbrey said “it does not necessarily mean that we enjoy both the facilities...” He further said it may create confusion as the population of identified blocks consists of minorities and the people who avail benefit as STs.
Clarifying that no outsider but only the local people of identified blocks are entitled to avail the schemes and it would not encourage conversion to any religous minority, Tuki said the scheme will help bring in development at block levels. He further said MsDP is meant for common development like roads, bridges and hospitals which will be beneficial for entire population of a particular area.
Tapen Siga wanted to know why the most backward district Upper Subansiri is not included in the MsDP. Claiming that 25 per cent of total population of Upper Subansiri are minority, he wonders is Tawang district most backward than Upper Subansiri.

ITANAGAR, Sept 21: An awareness camp and training programme on agronomy and animal science was conducted by Krishi Vigyan Kendra (KVK), Basar under the sponsorship of Self Employment Promotion Society at Bene village in West Siang district yesterday.
Inaugurating the programme, ADC Moki Loyi emphasized of the need to conduct such programme to create awareness among the farmers to actively involve in agricultural and allied activities and adopt latest technologies to increase the production and productivity of crops and livestock.
A. Kirankumar Singh, Programme Coordinator (i/c) of the KVK highlighted the importance of the System of Rice Intensification (SRI) for increasing the production of rice by adopting new technologies in the technical session.
Dr. Doni Jini highlighted about pig and poultry farming in which the participants interacted actively took part and got their doubts clarified.
Later, the participants along with the resource persons visited different farmers’ fields and farms to observe the farm activities.

Hindi Diwas celebrated at Roing
ROING, Sept 21: To commemorate the adoption of Hindi as official language of the country in 1949, Hindi Diwas was celebrated at Govt Higher Secondary School, Roing.
The day celebration began with prabhat pherry by the teachers and students of various schools in and around the Roing township.
Various literary activities like drawing, painting, essay writing, debate, extempore speech competitions and dance programme were conducted to mark the occasion.
Attending function, Roing ADC W Tikhak urged the students to learn Hindi language sincerely which serves as the major language of communication for entire people of the country.
